He advised the newly coronated Emir as he ascended the throne of his forefathers at a time when the traditional institution is trying to keep pace with modernity, there is need him to offer intellectual contributions towards the social, economic and political development of his people.

"Today's occasion marks a major milestone in the history of Katagum Emirate as a new Emir is being presented with a Staff of office. With the passing away of the late Emir of Katagum, Alhaji (Dr) Mohammed Kabir Umar about five years ago, a new Emir, in the person of Alhaji (Dr) Umar Faruk was appointed to succeed him in accordance with the established custom and tradition of selection and appointment of Emirs in Katagum Emirate. It is a matter of joy that we gathered here today to celebrate a peaceful transition from one Emir to another. This underscores our belief in the sanctity of the traditional institution.

"The new Emir who is being presented with staff of office today is the twelfth Emir of Katagum from the first Emir, Malam Zaki. We recall with nostalgia, the 37 years reign of the late Emir, Alhaji (Dr) Mohammed Kabir Umar who is the father of the new Emir. He exhibited examplary leadership which earned him the respect, love and veneration of his subjects. Successive administrations in the State found him loyal, effective, fair and firm. He was a man of impeccable integrity who inspite of his high office was humble and very pleasant.

"In your position as the Emir of Katagum, the people of the entire Katagum Emirate will be looking up to you for temporal leadership. As a member of the State Council of Chiefs, you are expected to actively participate in the activities of the Council for the socio-economic development of the State. Although traditional rulers have not been given specific functions by the Nigerian constitution, the role you have been playing in the socio-economic and political development of  Katagum Emirate and the Nation must be acknowledged. I cherished and adore your outstanding zeal and commitment which often brought you out of your royal comfort to ensure that your subjects sleep in peace and safety."

Governor Bala Mohammed called on all the traditional rulers to emulate the emir by contributing to societal development by continue to work towards the continued peace, unity and development through the maintenance of law and order in their various domains.

"Our traditional rulers should reactivate the traditional security system whereby strangers or suspicious movements are reported to them and they would in turn conduct investigation to ascertain the motive of the  strangers or suspicious movements so that security threat could be nipped in the bud. The people should be sensitized to cooperate with and provide useful information to security agents on covert and overt actions capable of disrupting peaceful coexistence.

He said involvement of traditional rulers in partisan politics under any guise is not only an aberration but a desecration of the traditional institution and would not be taken lightly by his government and used the medium to reiterate the irrevocable commitment of the government to the protection of lives and property of the people of the state in addition to its effort to provide dividends of democracy to them.

Responding, the 12th Emir of Katagum, Alhaji Umar Faroouk II, promised to continue to discharge his duties to the best of his ability for the best interest of the state and the humanity.
