The Bauchi State Government, under the leadership of Governor Bala Mohammed, has announced the appointment of Barrister Muhammad Sani Umar as the new substantive Head of the Civil Service. The approval was made during the State Executive Council meeting held at the Government House, Bauchi.
Governor Bala Mohammed’s endorsement of Barrister Umar's appointment is expected to bring a fresh perspective to the state's civil service, with a focus on enhancing service efficiency. Barrister Umar, who has a distinguished background in law and public administration, is poised to lead the state's civil service toward improved productivity and technological adaptation.
During the meeting, the State Executive Council also approved significant reforms aimed at improving the civil service structure. Key among these is the harmonization of the state’s financial store regulations and public procurement law, which aims to streamline processes and enhance transparency in government operations. These reforms are also designed to introduce appropriate sanctions where necessary and ensure that the state's civil service regulations are updated to align with current global standards.
Barrister Muhammad Sani Umar, the newly appointed Head of Civil Service, briefed the press after the meeting, explaining that the council also approved the establishment of a Civil Service Training Policy. This policy aims to equip public servants with the necessary skills to meet the challenges of the digital age and current technological advancements, ensuring that the state's workforce remains competitive and efficient.
“The new regulations are focused on enhancing efficiency within the civil service, introducing sanctions where necessary, and ensuring that the civil service operates under up-to-date, transparent rules,” said Barrister Umar.
In another development, the council also approved the renaming of the permanent site of the National Youth Service Corps (NYSC) in Wailo. The new name will honor the renowned scholar, Malam Yusuf Muhammad Baba, also known as YM Baba, in recognition of his significant contributions to the development of education in Bauchi State and Nigeria as a whole. Malam YM Baba was the first State Inspector of the National Youth Service Corps and the pioneer Rector of the Federal Polytechnic Bauchi.
Hon. Adamu Babayo Gabarin, the Commissioner for Youths and Sports Development, emphasized that the move to rename the NYSC site was in line with the administration's commitment to honoring individuals who have made impactful contributions to the state's development.
“The present administration under Governor Bala Mohammed deems it fit to recognize and honor personalities like Malam YM Baba, whose contributions have had a lasting impact on education and development in the state,” said Hon. Gabarin.
The approval of these reforms and appointments reflects Governor Bala Mohammed’s ongoing efforts to strengthen the state’s governance, improve civil service efficiency, and recognize the contributions of individuals who have shaped the state’s growth.
As the new policies are implemented, the Bauchi State Government aims to create a more dynamic and responsive civil service that can meet the needs of the people while fostering sustainable development.
